Solicitor John Spencer, former chairman of the Motor Accident Solicitors Society, says: "You might be tempted to call this putting the fox in charge of the hen house. By giving [Insurers] 'ownership' of claims it could encourage them to pursue them. It would generate more income for them and make business more expensive for their industry opponents."
